Rights and Duties of Taxpayers

The Tax Charter
The State of Qatar’s tax system plays a key role in advancing the Qatar National Vision and promoting sustainable development by fostering a framework built on responsibility, transparency, and adherence to the rule of law.
The General Tax Authority is dedicated to the fair and equitable enforcement of tax regulations and actively promotes collaboration among all stakeholders, including taxpayers, government entities, and citizens, to achieve tax compliance.
The authority is committed to delivering accurate, high-quality services, reinforcing trust and transparency with all parties involved.
This charter outlines the General Tax Authority’s obligations to its stakeholders and the responsibilities of those engaging with the authority.
The Authority’s Rights Toward Taxpayers:
Respectful and Fair Treatment:
The Authority is committed to maintaining impartiality, professionalism, integrity, and fairness in all interactions with taxpayers.
Exceptional Services:
The Authority is committed to assisting taxpayers in fully understanding and meeting their tax obligations, while delivering superior service and ensuring all inquiries are handled with precision and transparency.
Privacy and Confidentiality:
The Authority is dedicated to requesting only the necessary information to perform its duties and provides advance notice before conducting any field visits, except where otherwise mandated by law. It remains committed to safeguarding taxpayer information and ensures it is used solely for authorized purposes under the law.
Integrity and Professionalism:
The Authority is devoted to enforcing legislation in a fair, just, and unbiased manner. It also upholds the taxpayers' right to object to or appeal decisions issued by the Authority.
Right to Representation:
The Authority acknowledges the taxpayer's right to appoint a representative in tax-related matters, provided that a written authorization is submitted, and any changes to this authorization are communicated. However, this right does not exempt the taxpayer from responsibility regarding the accuracy of the information and declarations provided to the Authority.

Taxpayer Obligations:

Honesty and Integrity: 

 Taxpayers are expected to provide complete, accurate, and truthful information and documentation to streamline processes and ensure efficient service delivery.

Taxpayer Responsibilities: 

 Taxpayers must have a clear understanding of their tax responsibilities and obligations, including the process of tax registration, filing returns, payment of taxes, and the procedures for claiming a refund of any overpayments.
 

Accuracy and Timeliness: 

Taxpayers are responsible for submitting accurate information to minimize errors when submitting their tax returns, and for ensuring the timely payment of tax their obligations. In the event of any challenges in meeting these obligations, taxpayers should proactively engage with the Authority.

Maintaining Accurate Records: 

 
Taxpayers must maintain clear and up-to-date records and issue correct tax invoices to facilitate the tax return preparation and refund for overpayment process.
